Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are released from multiple capitals. Considerable effort is allocated on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through timely intelligence. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by partner states. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into sober acceptance: maybe the hostile projectile won't cause damage this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that regional partners are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This cycle will, undoubtedly, endure.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.
Present Conditions
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
